Executive Director Indonesian Pulp and Paper Association Liana Bratasida Liana Bratasida started her career as a Researcher at Cellulose Research Institute in 1975–1987 and continued in the Ministry of Industry from 1975-1992 as a Researcher at IRDA Ministry of Industry. She was promoted to be a Director for Technical Development Environmental Impact Management Agency (BAPEDAL) which was an operational arm of the Indonesian State Ministry of Environment (MoE) in 1993-2000. In 1988–1992, she worked as a Researcher at Industrial Research and Development Agency, Ministry of Industry. From 1993-1999 she worked at Environmental Impact Management Agency (Bapedal) and in 1998- 2000, she became Deputy for Environmental Management and Control of the Environmental Damage. Since 2000 to 2011, she was trusted as an Assistant Minister for Global Environmental Affairs. Later, she became the Deputy Minister for Environmental Conservation of the MoE in 2002-2003. Since 2004 to 2011, she has been assigned as an Assistant Minister for Global Environmental Affairs and since January 2012 until now she becomes Assistant Team to the State Minister of Environment. In regional scale, she became Asean Senior Official for the Environment (ASOEN) Chair, Chairperson of ASEAN Working Group on Multilateral Environmental Agreements (2004-2009), Chair of ASEAN Working Group on Environmental Sustainable Cities (2009-2011). She is a National Focal Point for Asia Pacific Network for Global Change Research (APN), Global Bioenergy Partnership (GBEP), OECD and UNEP. Last July 2011, she was the Expert Speaker in the Rio+20 preparation meeting at Solo, Indonesia focusing on the second theme of Rio+20: ”Strengthening Institutional Framework for Sustainable Development”. She holds undergraduate degree from Bandung Institute of Technology in Biology( 1971-1974) and Master degree from Technical University Delft ( 1978-1979) and Master Degree for Environmental Biology from ITB (1986-1987). Starting from February 2012 until now, she is the Executive Director of the Indonesian Pulp and Paper Industry Association (APKI).BRATASIDA

She obtained her BSc in Entomology from the Bandung Institute of Technology, ITB (1971-1974), a Diploma of Environmental Science and Technology from the Hydraulic Engineering Delft, the Netherlands (1978-1979) and graduated with an M.Sc in Environmental Biology from the Bandung Institute of Technology, ITB (1985-1987). She started her career as a government official with the Ministry of Industry as a Researcher, she was then promoted as a Director for Technical Development at the Indonesian Environmental Management Agency which is the Executing Agency of the Ministry of Environment. She was later promoted as Deputy Minister for Environmental Conservation of the Ministry of Environment (2002-2003) where she is very much involved in the multilateral environmental agreements ratified by Indonesia. In early 2004, she was assigned as Assistant Minister for Global Environmental Affairs & International Cooperation in the Ministry for the Environment and still holds the position presently, though her duties are more as a policy maker. She is also the Indonesian National Focal Point for Asia Pacific Network for Global Change (APN), and the Indonesian Chair of ASEAN Senior Officials on Environment (ASOEN), and Chair person of ASEAN Working Group on Environmentally Sustainable Cities. She was a Board Member of ASEAN Peat Land Management Initiative (APMI) and also the Focal Point of Host Country Committee (HCC) of PCF, World Bank. From 2004 until January 2009 she was the alternate member of CDM Executive Board, UNFCCC and Chair of Subsidiary Body for Implementation (SBI), UNFCCC since December 2008. She is also a Board Member of ASIA PACIFIC Regional Centre on Cleaner Production (APRCP). Strengthening Institutional Framework for Sustainable Development: Climate Change Governance in Indonesia The concept of “green growth” has been connected to “green economy for sustainable development and poverty reduction” the first theme of the 2012 United Nations (UN) Conference on Sustainable Development. The government of Indonesia attempts to remove the barriers to green growth by eliminating costly fuel subsidies, promoting cleaner energy sources, and adopting payment for ecosystems services through the REDD+ program. Some of the policies lead to conflicting outcomes and the herewith associated problems need to be overcome. This paper examines the climate change governance in Indonesia at international level linked with the national action plan and down to sub-national (regional) action plans. The climate policy is strongly determined at national level and is also based on the international climate regime of UN agencies such as UNFCCC with the implementation at national and local level. Due to decentralization of economic and political power to provincial and local governments, coherence is absolutely necessary for existing policies at different levels to ensure a sustainability pathway for achieving green growth. This issue is also relevant to the second theme of the 2012 United Nations (UN) Conference on Sustainable Development, namely the institutional framework for sustainable development. This should involve systematic institutional governance by improving coordination among overseeing institutions. Pemerintah Indonesia disarankan mengambil sejumlah upaya terobosan untuk menghadapi persaingan industri pulp dan kertas di pasar global dan Peraturan Kayu Uni Eropa yang berlaku Maret tahun 2013. Terobosan itu antara lain dengan mengadopsi sistem pengelolaan hutan dengan konsep High Conservation Value Forest (HCVF) seperti yang telah dilakukan Asia Pulp & Paper (APP) Group. Direktur Eksekutif Asosiasi Pulp dan Kertas Indonesia (APKI) Liana Bratasida mengatakan, sistem HCVF itu akan lebih mendorong industri pulp dan kertas di Indonesia untuk mencapai produksi sesuai standar perdagangan dan lingkungan internasional. Dalam keterangan yang diperoleh redaksi, Liana mengatakan, hingga kini APP merupakan satu-satunya perusahaan di Indonesia yang menerapkan sistem HCVF. Menurutnya, roadmap APP ini dapat digunakan oleh perusahaan-perusahaan Indonesia lainnya dalam menghadapi berbagai tantangan global dalam dekade yang akan datang. Sistem HCVF yang digunakan APP ini diapresiasi Peter Mandelson, Sekretaris Negara untuk Perdagangan dan Industri Inggris dalam pemerintahan Tony Blair (1998). Walau Dalam wawancaranya di Pulp & Paper International (PPI) yang terbit awal Agustus 2012, Mandelson mengatakan, APP akan menemui banyak tantangan termasuk Peraturan Perkayuan Uni Eropa yang berlaku Maret 2013. Ia juga mengatakan akan mendorong APP mengembangkan konsep HCVF yang tertuang dalam Sustainability Roadmap 2020 sehingga mampu melampaui batas-batas baru Peraturan Kayu Uni Eropa 2013 dan menetapkan standar global dalam pengelolaan hutan, pasokan bahan baku, dan produksi kertas. "Ini tantangan APP, dan tantangan Indonesia. Kita membantu mereka menjalani masa transisi serta transformasi. Dengan begitu, tak saja mereka mematuhi hukum Indonesia tapi menjalankan standar yang telah mereka tetapkan. Adanya parameter perlindungan Hutan Bernilai Konservasi Tinggi (HCVF) akan memungkinkan APP menjadi pemimpin regional di Asia,'' ujar Mandelson yang juga Sekretaris Negara untuk Reformasi Bisnis, Enterprise dan Regulasi di era pemerintahan Gordon Brown (2008-2009) ini. Mandelson mengatakan, Indonesia adalah negara yang sangat prospektif untuk bisnis. Banyak faktor pendukung seperti pasar domestik kuat, kesadaran masyarakat, pemimpin pemerintahan professional. Memang banyak tantangan tapi Indonesia dalam masa transisi dan banyak perubahan. Untuk memerangi penebangan liar, Uni Eropa membuat Rencana Aksi Forest Law Enforcement, Government and Trade (FLEGT) yang bertujuan membantu negara produsen meningkatkan tata kelola dan capacity building untuk memberantas penebangan liar, mencegah atau mengurangi konsumsi kayu illegal dan investasi UE yang mengakibatkan terjadinya illegal logging, serta mencegah masuknya produk kayu illegal ke pasar Uni Eropa. Agar tujuan FLEGT tersebut tercapai, UE menciptakan Voluntary Partnership Agreement (VPA) yang secara teknis merupakan mekanisme praktis untuk mengidentifikasi dan mengeluarkan kayu illegal dari pasar UE. Tujuan akhir perjanjian ini adalah menghapuskan kayu illegal dari perdagangan domestic dan internasional. Negara yang menyepakati perjanjian ini hanya bisa mengekspor produk kayu legal ke UE. Caranya dengan mengharuskan produsen kayu untuk mendapatkan lisensi FLEGT dari pihak berwenang, yang disebut Licensing Authority, di negara penghasil kayu sebelum produknya diekspor ke UE. Nah, menurut Direktur Eksekutif APKI Liana Bratasida, menyambung pernyataannya, semestinya pemerintah Indonesia telah menerapkan kebijakan kehutanan yang ramah lingkungan, yaitu Sistem Verifikasi Legalitas Kayu (SVLK) untuk memastikan agar semua produk kayu yang beredar dan diperdagangkan di Indonesia memiliki status legalitas yang meyakinkan. Sengan demikian konsumen di luar negeri tidak perlu meragukan legalitas kayu Indonesia. Apalagi SVLK mendapat dukungan luas baik dari pihak pemerintah, swasta dan berbagai kalangan. "Mudah-mudahan VPA antara Uni Eropa dan Indonesia dapat ditandatangani sebelum akhir tahun ini. APKI juga meminta agar pemerintah Indonesia dapat tegas dengan Uni Eropa untuk menerapkan VPA untuk produk-produk berbasis kayu Indonesia yang sudah siap dengan sertifikat SVLKnya, seperti produk kertas, pada tanggal mulainya EUTR tersebut yaitu pada 1 Maret 2013. Jangan sampai Indonesia sudah susah payah menerapkan SVLK sebagai sistem yang kredible tetapi masih dikenakan perlakuan due-diligence tambahan dariUni Eropa. Itu tidak benar," demikian Liana. [guh]

Bp. Agus Purnomo, MBA, Kepala Sekretariat Dewan Nasional Perubahan Iklim. Agus Purnomo is the Secretary of the National Council on Climate Change (NCCC) that is chaired by HE President SB Yudhoyono with 2 Senior Coordinating Ministers as Vice Chairs, Minister Rachmat Witoelar as Executive Chair and 17 other Ministers as Council Members. Mr. Purnomo is also the Special Assistant for Minister of Environment and was the Executive Chair of the UNFCCC COP-13 in Bali on December 2007. Trained as an engineer with advance degrees on business administration from Prasetya Mulya School of Management and environmental policy from Tufts University, Mr. Purnomo has served as the Executive Director of WWF Indonesia for seven years. He has also created or chaired half a dozen other environmental organizations from a climate change policy research institute, to a biodiversity grant making institution, and an outspoken environmental advocacy forum. He has provided consulting services to the World Bank, the Asian Development Bank, UNDP, GTZ, CIDA and ITTO

Abdon Nababan, Adalah Sekretaris Jendral Aliansi Masyarakat Adat Nusantara (AMAN). Aliansi Masyarakat Adat Nusantara (Indigenous Peoples Aliance of the Archipelago, AMAN) – organisasi masyarakat adat di tingkat nasional (Indonesia) sebagai wadah perjuangan bagi 1163 komunitas adat untuk memulihkan hak-hak kolektifnya atas Tanah, wilayah dan sumberdaya alam, mengurus dan mengatur diri sebagai suatu kehidupan bersama serta mengelola sumberdaya alamnya secara lestari. Dalam posisi ini saya bertanggung-jawab atas penyelenggaraan harian organisasi, termasuk mengkoordinasikan 14 Pengurus Wilayah (PW) dan 27 Pengurus Daerah (PD) AMAN, untuk memastikan pelaksanaan seluruh program kerja yang mandatkan oleh Kongres Ke-3 Masyarakat Adat Nusantara (KMAN III).

Daniel Murdiyarso, Senior Scientist with CIFOR. He is currently holding a position as Principal Scientist at the Center for International Forestry Research (CIFOR). Received his first degree in Forestry from Bogor Agricultural University (IPB), Indonesia and a PhD from the Department of Meteorology, University of Reading, UK. He is a Professor at the Department of Geophysics and Meteorology, IPB. His research works are related to land-use change and biogeochemical cycles, climate change mitigation and adaptation. He has published a large number of articles in peer-reviewed journals and book chapters on these areas. He was a Technical Adviser for the World Bank on the development of BioCarbon Fund and Forest Carbon Partnership Facilities (FCPF). Dr Murdiyarso was a Convening Lead Author of the IPCC Third Assessment Report and the IPCC Special Report on Land-use, Land-use Change and Forestry in 2002 and Review Editor of the IPCC Fourth Assessment Report in 2007. In 2000 he served the Government of Indonesia as Deputy Minister of Environment for two years, during which he was also the National Focal Point of the UNFCCC and CBD. Since 2002 Professor Murdiyarso is a member of the Indonesian Academy of Sciences.

Ir. Ilarius Wibisono, Sekretariat Green Aceh, Propinsi NAD. Wibi is one of the advisors to the Governor of Nanggroe Aceh Darusalam (2008-2010). Trained as an engineer in geodetic science. He worked with Flora Fauna International-Aceh Programme from 2000-2007. His other expertise is GIS and areal photography. He accompanied and/or represented the Governor of NAD in international forum, especially on Reduced Emissions from Deforestation and Degradation (REDD), and nature conservation. His involvement in Ulu Masen as the pioneer project of forest-carbon based finance for conservation. Very insightful on protection of public services against privatization of ecosystem services. Note: Ulu Masen project is the first voluntary market mechanism REDD that has a love and hatred relationship between the provincial-governor office and Department of Forestry. Meryll Lynch (Bank of America) has committed to buy the carbon credit up to 10 million USD. A source of substantial revenue that could benefits the community and forests conservation, if the performance todeliver the promise is satisfactory over years.

Asean countries are meeting in Kuching, Malaysia this week to discuss preparations to cope with the annual cross-border haze from fires set to clear forest land for plantations.

The meeting will tackle fire prevention and implementing a grant from the Global Environmental Facility on how to handle forest fires in peat lands.
