Pemerintah Indonesia disarankan mengambil sejumlah upaya terobosan untuk menghadapi persaingan industri pulp dan kertas di pasar global dan Peraturan Kayu Uni Eropa yang berlaku Maret tahun 2013. Terobosan itu antara lain dengan mengadopsi sistem pengelolaan hutan dengan konsep High Conservation Value Forest (HCVF) seperti yang telah dilakukan Asia Pulp & Paper (APP) Group.
